The Social Sustainability and Inclusion Global Practice (GP) helps countries tackle their most complex challenges in the areas of Social Development, Resilience, Gender and Inclusion. This position will be based in Lima, Peru, linked to the Latin American and Caribbean team of the Social Development GP.



SOCIAL DEVELOPMENT CONTEXT



The Social Development theme addresses issues related to: (a) social inclusion of the poor, vulnerable, and the excluded; (b) promoting accountable institutions; (c) supporting socially cohesive communities and groups with a focus on prevention of conflict, crime and violence, as well as supporting post-conflict development; (d) using community driven development as a tool for developing local infrastructure and delivering services; and (e) addressing issues related to social risk management, including those covered by the World Bank’s social safeguard policies on Indigenous Peoples and involuntary Resettlement, and by the Environmental and Social Standards (ESSs) in the new Environmental and Social Framework. The work on inclusion of vulnerable and excluded group covers issues related to Gender and Gender-Based Violence, LGBTI, Disability, ethnic minorities, Indigenous Peoples, and displaced populations.



REGIONAL CONTENT



The World Bank Group serves 30 client countries in the Latin America and the Caribbean (LAC) Region. Clients range from large rapidly growing sophisticated middle-income clients to IDA countries, to small Caribbean states, and to one fragile state. Despite immense resources, dynamic societies, and an average annual per capita income of about US$4,000, deep inequalities persist in most LAC countries, with nearly a quarter of the Region's people living in poverty. The World Bank Group’s support to the LAC Region is focused on investing in human capital, strengthening the economic recovery, improving infrastructure, and protecting the poor.



The Social Development Unit in the Bank’s Latin America and the Caribbean Vice Presidency (LCR) is responsible for: (i) undertaking social analysis during project preparation and implementation, to mainstream social development and inclusion issues throughout the Bank’s work in the region; (ii) ensuring compliance with the Bank’s social safeguards policies on Involuntary Resettlement and Indigenous People and the implementation of the Environment and Social Framework (ESF); (iii) undertaking Advisory Services and Analytics; (iv) leading the preparation and supervision of operations that promotes inclusion of vulnerable groups including women and youth; and (v) facilitating partnerships and dialogue with civil society through outreach and engagement.



REGIONAL/COUNTRY UNIT CONTEXT



The World Bank’s Social Development Global Practice has an active work program in the LAC Region and particularly in the LC6 Sub-Region that includes Bolivia, Chile, Ecuador, and Peru. The LCR Social Development Unit’s vision focuses on the following main areas: (a) social risk management, including those covered by the Bank’s Environmental and Social Framework (ESF) and by the safeguard policies on Indigenous Peoples (OP/BP 4.10) and Involuntary Resettlement (OP/BP 4.12); (b) social inclusion of the poor, vulnerable, and the excluded; (c) promoting accountable institutions; (d) supporting socially cohesive communities and groups with a focus on prevention of conflict, crime and violence, as well as supporting post-conflict development; and (e) using community-driven development as a tool for developing local infrastructure and delivering services.



The LCR Social Development Unit is looking to recruit a local ET Consultant for the World Bank Office in Lima, Peru to support social development through social safeguards work and implementation of the ESF. The ETC will work under the supervision of the Social Development Practice Manager for LCR, in close coordination with the Social Development Coordinator for LC6 and the Regional Social Safeguards Coordinator (RSC).



Duties and Accountabilities





- Provide guidance to clients on social risk management so that not only the Bank’s social risk management standards are fully complied with, but also the impact and sustainability of Bank-supported operations are enhanced.

Work independently under general direction of the Social Development Coordinator for LC6 and the LAC-Social Practice Manager.



-

Advise task teams and clients on the Bank’s Environmental and Social Standards and supporting the conceptualization of approaches to mitigate social risk and maximize social benefits through the preparation and supervision of lending operations across sectors.



-

Provide guidance and direct operational support to task teams and staff on responses to social safeguards and ESF related topics and during preparation and implementation on all aspects related to social risk management.



-

Ensure that, at any time, the relevant reporting systems are updated with high quality information to allow proactive monitoring, management, and reporting of social risk across the portfolio.



-

Support other Social Specialists in handling complex technical, institutional and program implementation issues regarding social development and social safeguards.



-

Oversee more junior staff, country and thematic focal points, and STCs working on social risk management and supervise the timeliness and quality of their work.



-

Advise and participate in project teams to help develop operational designs and mechanisms to assess social opportunities, impacts, constraints and risks related to Bank supported operations; develop and evaluate proposed technical solutions and assist in the preparation of project documentation.



-

Conduct portfolio reviews on selected social risk and social development issues.



-

Prepare management briefs of relevant social safeguards issues.



-

Lead policy dialogue with clients on social risk, social inclusion, and social sustainability issues, ranging from upstream inputs into country Systematic Country Diagnostics and Country Partnership Frameworks, to advising counterparts on related policies or on risks and opportunities in relation to Bank-supported operations.

Lead the engagement with units and teams and identify business opportunities for the social development team in consultation with clients and country units.



-

Lead and participate in cross-practice teams responsible for the preparation of policy notes, sector studies, and research and policy development activities on the full range of social development topics; advise on the social sustainability of the portfolio, including gender, beneficiary feedback and safeguards issues, etc.



-

Develop and build relations within the Bank and with clients and contribute to generating new business for the Bank.



-

Lead and contribute to ongoing and emerging corporate initiatives related to social standards, through participation in the Global Solutions Group on Social Sustainability and Safeguards. In this context, improve feedback mechanisms through participating in and contributing to high quality training and other learning events related to social assessments, social safeguards and broader social development issues. A special emphasis will be placed on the roll-out of the Bank’s newly approved Environmental and Social Policy Framework as part of the ongoing safeguards policy reform.

Build capacity with clients on issues related to safeguards and broader social issues, including clients’ monitoring and evaluation of social development activities and outcomes.



Selection Criteria



The ET Consultant must be a team-oriented professional with a proven ability to carry out complex tasks as part of multi-disciplinary teams, work under pressure and meet strict deadlines while working with and advising task teams, clients and other key stakeholders on social risks and impacts.



The qualifications for the position are as follows:





- Advanced degree (Masters or PhD) in social sciences, law, economics, or other relevant discipline.





- At least eight years of full-time relevant experience with a sustained record of achieving high quality substantive results.





- Experience in social risk management, preparation and/or review of project social risk and impact assessments, social management plans, capacity assessments and institutional strengthening measures.





- Proven ability to conceptualize, design and implement major projects and to produce major/complex reports or studies.





- Good knowledge of the World Bank’s E&S; policies and standards, and social safeguard policies on Involuntary Resettlement, Indigenous Peoples, Labor, Citizen Engagement, Access to Information, Land Acquisition.





- Demonstrated maturity and sound judgment, attention to detail, and ability to convey complex messages succinctly and diplomatically.





- Proven capacity to work with a wide range of stakeholders, and ability to represent the Department with internal and external partners and interact effectively with Senior Management.





- Excellent written and verbal communication skills in English and Spanish.





- Strong interpersonal skills and demonstrated ability to work in multi-disciplinary teams.





- Excellent workflow management and task organization skills; able to coordinate all aspects of the workflow of assigned responsibilities.





- Ability to coach/mentor more junior staff.
